Policy and Planning Unit is situated under the Corporate Services Department. It is tasked with delivering legal advice, trainings and conferences, handling internal disciplinary cases, regulatory development and review, risk management and investigation support services.

Legal Documents within TFES:
i. Tonga Fire and Emergency Services Act (2014)
Enacted in 2014 whereby repealing the previous Legislation called the Tonga Fire Service Act (1978). This Act expanded the functions of the Service to responding to any and all emergencies as identified under the legislation. The Act also gave the Commissioner authority under Section 24 to establish its Standing Orders for the Service, hence its creation in 2016.
ii. Standing Orders (2016)
Was established in 2016 under Section 24 of the Tonga Fire and Emergency Services Act. The Commissioner at the time, Commissioner Lofia Heimuli, signed the Standing Orders on the 21st of July 2016.
